50th Program in Québec, Canada (FY2025)

Participants in the 50th Overseas Training Program for Child Care Facility Personnel visited Québec, Canada. Through training at various administrative, judicial, and public-private entities, they deepened their understanding of integrated health and social services systems, practical support measures, and strategies to implement and safeguard children's rights. The training report summarizing their learnings was published in March 2026.

On June 12, 2026, the Training Report Session for the 50th Shiseido Overseas Training Program for Child Care Facility Personnel was held for the Children and Families Agency. At the session, the training team explained child welfare policies in Québec, which aim for cultural harmony and social integration within a multi-ethnic society, alongside systems that place the highest priority on advocating for children’s rights. They then presented specific initiatives observed at their site visits, including administrative, judicial, and health care institutions, as well as private organizations. Finally, the team summarized the lessons learned from the training and presented concrete policy proposals for the future development of child welfare in Japan, based on six key terms identified by the members to realize "stabilité" (stability) in children's lives: rights advocacy, vulnerability, prevention, community, transitional support, and supporter development.
